CEO of Wilbourn Associates Chartered Environmental Surveyors and Vice-Chairman of the Environment Faculty at the RICS, Philip is also responsible for professional guidance on contaminated land. His practice details are very broad but as development manager built 1.25m sq ft of commercial floorspace on brownfield sites. He is a co author of the DTI sponsored publication Brownfields: Managing the Development of Previously Developed Land. This is to be published by CIRIA in the summer.

He has given evidence to the Commons Select Committee on Contaminated Land and has acted as an expert witness in significant contamination case. As a surveyor he explores the real estate implications arising from environmental Law and contamination.
