Phil has 40 years experience working for both public and private sectors in infrastructure renewal and regeneration. He formed Leyden Kirby Associates, in 1998, to provide services to the Regeneration sector, particularly in the field of land appraisals.

He was, between 1988 and 1996, Chief Engineer to Trafford Park Development Corporation, responsible for the technical aspects of arguably the most concentrated programme of urban renewal and land remediation in the Country at that time. He has served on several advisory panels, notably the Steering Group for the Construction Industry Research and Information Association special publication "Remedial Treatment for Contaminated Land".
