The Land Condition Skills Development Framework

The Consultation

English Partnerships (now part of the Homes and Communities Agency) has provided funding to the Specialist in Land Condition (SiLC) registration scheme to develop a land condition skills development framework.  This initiative is a result of recommendation 1.2.1 of the Brownfield Skills Strategy:

‘....working with a range of partners, the Specialist in Land Condition (SiLC) registration scheme develop and trial a Land Condition Skills Development Framework and establish whether this will provide an effective model for other sectors/areas of expertise that make up the workforce.'

The Land Condition Skills Development Framework (LCDSF, or, the framework) will define the capabilities pertinent to those operating within the brownfield reclamation and regeneration industry. Capabilities are high level descriptions of key behaviours, skills and knowledge that underpin effective performance.  These define what effective performers actually understand, apply or demonstrate in most situations, most of the time, to achieve the best results.  The capabilities within the framework are pertinent to all those working in the industry, encompassing private and public sector, including those acting in a regulatory capacity.

The purpose of this document is to provide an overview of the framework as a basis for public consultation.  The public consultation will gauge responses from industry on:

  • development of the framework so far;
  • the content/coverage of the framework;
  • areas that need further clarity and explanation;
  • the usability of the framework; and
  • the future development of supporting materials.

To Download the Framework document, please click here: application/pdf  SiLC Public Consultation Document FINAL.pdf (1.48 MB).

An online survey has been devised and will be used to break down and analyse any comments made. The responses will then be considered in a methodical and analytical way and recommendations incorporated into the final framework documentation as appropriate. Please click here to access the survey.

The consultation for this Framework is planned to run from Friday 11th December until Friday 19th February. After completion of the online survey, please send any additional comments, clearly marked as "LCSDF Consultation" to: info@iema.net

Alternatively send by post to:
