New Leadership for the SiLC Professional and Technical Panel: Lucy Bethell Appointed Chair, with Carrie Rose as Deputy Chair

SiLC is pleased to announce the appointment of Lucy Bethell as Chair of the SiLC Professional and Technical Panel (PTP) and Carrie Rose as Deputy Chair. These appointments mark an important moment for the Panel as it continues to uphold the high standards, professional integrity and technical rigour that define the SiLC accreditation.

The Role of the SiLC Professional and Technical Panel

The PTP plays a central role in maintaining the credibility and consistency of the SiLC scheme. Its responsibilities include:

  • Overseeing assessment processes
  • Ensuring fairness and consistency in professional standards
  • Guiding the evolution of the scheme in response to sector developments
  • Supporting the competence and professionalism of SiLC registrants

Through this work, the Panel ensures that SiLC professionals demonstrate the highest levels of technical capability, evidence‑based practice and ethical conduct in land condition.

Lucy Bethell – Chair of the PTP

With more than twenty years’ experience in land contamination and environmental risk management, Lucy Bethell brings a holistic, people‑centred approach to her new role as Chair. As a Technical Director at Mott MacDonald, she has delivered complex land condition projects across the UK and internationally — from intricate groundwater challenges on constrained London sites to landfill investigations in Morocco.

Lucy’s work is underpinned by a commitment to environmental protection, cross‑disciplinary collaboration and delivering positive societal outcomes. She is also a strong advocate for diversity and technical excellence, supporting women and underrepresented groups across the environmental sector. She credits her own development to the guidance of senior role models and now plays an active role in nurturing the next generation.

Reflecting on her transition into the Chair role, Lucy said:

“It has been fantastic working with Louise Beale over the last two years and seeing the demonstrable progress that SiLC has made in a very short time under her leadership… I am delighted to now take on the role of Chairperson.”

Looking ahead, she emphasised continuity and community:

“In my current role, I hope to build on the excellent work of Louise and the previous Chairs, Tom and Ian, and focus on supporting and celebrating our current and future SiLC Community. I look forward to working with, and learning from, our wonderful SiLC Volunteers… all of whom give their time and expertise to support SiLC and the wider industry.”

Carrie Rose – Deputy Chair of the PTP

Carrie Rose, Technical Director at Arcadis, brings more than 20 years of experience in land condition, brownfield redevelopment and the delivery of complex environmental and infrastructure projects. She is known for her strong technical expertise, pragmatic leadership and ability to navigate regulatory, technical and stakeholder challenges.

Carrie has led multidisciplinary teams on regeneration schemes, contaminated land assessments, remediation strategies and strategic advisory projects across the UK. Her work places particular emphasis on sustainable land management and delivering outcomes that balance commercial priorities with environmental responsibility and community benefit.

Carrie has long been an active contributor to the land condition sector, supporting capability development, promoting technical excellence and mentoring emerging professionals. Her appointment as Deputy Chair reflects both her experience and her commitment to advancing standards across the industry.
