Philip Wilbourn is CEO of Wilbourn & Co Ltd based in Doncaster covering the UK He is a Fellow of RICS being a Chartered Environmental Surveyor and one of the leading experts on the relationship between the values of all forms of property, contaminated land the environment and the development/investment markets. He has also been an expert witness in significant contamination cases where value has been affected, notably Blue Circle Industries v Ministry of Defence. He continues to give expert evidence in contentious environmental cases. In 2001 he passed the inaugural Specialist in Land Condition (SiLC) exam and has been an assessor. In 2006 he became a Chartered Environmentalist registered with the Society of the Environment. Philip has published 3 Editions of RICS Guidance, in 2002 a Brownfield Development Guidance note for CIRIA commissioned by DTI and in 2018 will published Global Professional Guidance on Environment and Real Estate for RICS
