This panel discussion, chaired by Lucy Bethell, follows on from the highly commended panel discussion of Local Authority Regulators at the 2026 SiLC Annual Forum. There will be representative Regulators from different parts of the United Kingdom that will discuss common challenges they face, how they work together and also times when they can’t, including the drivers behind why it is not always possible or effective. This is an opportunity for those across the land condition sector to better understand the role of Regulators across the United Kingdom and to support the common goal of getting it right first time.

Specialist Regulator at Scottish Environment Protection Agency (SEPA)
Dr Ivonne Hughes is a Specialist Regulator with the Scottish Environment Protection Agency (SEPA) and a recognised specialist in contaminated land regulation, soil and groundwater protection, and water environment risk assessment (controlled waters in England and Wales). With over 24 years’ experience across regulation, consultancy, industry and research, she provides technical leadership on baseline reports, site condition reports, permit surrender, and complex industrial authorisations, helping to promote proportionate, evidence-based environmental regulation across Scotland. She regularly contributes to technical guidance, industry forums and knowledge-sharing events.
Lucy Bethell ( Webinar Chair)
Technical Director at Mott Macdonald
Lucy is a Technical Director in contaminated land at Mott MacDonald with over 20 years of experience in the sector and has worked on a range of brownfield projects in the UK, Europe and Africa. Lucy has a keen interest in emerging contaminants, Antimicrobial Resistance and big-picture cross-discipline challenges.

Senior Advisor Land and Contamination Management Team Nature and Place, Environment Agency
Theresa Cory is Senior Advisor in the Environment Agency’s national Land and Contamination Management team.
She joined the Environment Agency in Groundwater Protection and Contaminated Land since 1999, after 5 years of hazardous landfill management. Theresa is in the Geological Society Contaminated Land Contamination Group, Vice-Chair NQMS steering group and also a Brownfield Briefing Awards judge
